WILMINGTON ? New Hanover County commissioners approved an economic incentives package Monday for Castle Branch. The background screening company currently employs 200 people in Wilmington, and if it brings its headquarters to the Port City, it could hire up to 400 more.

"These 400 jobs will average $35,000 a year, north of that number, with benefits, so it's a good starting opportunity,? said Scott Satterfield, CEO of Wilmington Business Development.

The incentive grant states the county, in conjunction with the city, would give up to $50,000 per year over the next five years.

?Now we have an opportunity to pretty much do a tax rebate to someone. They are not going to get any money from the county until they build the facility, hire the employees and have a proven track record,? Commissioner Jonathan Barfield said.

During a public hearing Monday, officials said the county would gain a return of $250,000 over the next five years but not everyone was pleased with the notion.

?We should allow our lower tax rates and more business-friendly environment across the board offered to all businesses equally to be our incentive at no cost to the taxpayer and the government not picking winners and losers," said county resident Paige Freeman.

But commissioners say it's really about the jobs.

?I get more resumes emailed to me on a weekly basis from folks who are trying to find employment, quality employment. It is so important that we aid in that process," Barfield said.

In the end, the commissioners unanimously approved the grant, saying too many people could benefit from expansion. The Wilmington City Council is set to vote on the grant during its meeting Tuesday night.
